What Government Shutdown?

Open Email to House Speaker Boehner:

Dear Speaker Boehner,
        According to the Washington Times, the Federal Government has been shut down. The shutdown appears to be in the hands of Pres. Obama, who issued orders beginning the task of shutting down “nonessential” services across the nation.
        Great! Exactly what we wanted! Elimination of nonessentials!
        The Congress has a major duty in the Constitution – pass spending bills that fund the government. If it does not, most functions of government – from funding agencies to paying out small business loans – grinds to a halt.
        But there appear to be many exceptions. Key services, like Social Security and air traffic control continue to be funded. In addition, there are many agencies which we don't want funded or want to reduce funding. Paying out small business loans is not a significant issue. The basic issue is to eliminate many of the regulations being applied by federal agencies to small businesses already in existence and theoretically capable of profitability, if those restrictions are lifted
       Also, Pres. Obama told the military that those in uniform will remain on normal duty status and will get paid on time. No shutdown!
       The Washington Times also says that Obamacare is funded through other laws and despite the general shutdown is up and running this morning.
       So, the military is open and Obamacare is open through special considerations as well as air traffic control and Social Security. This leaves it wide open for the House to propose to the Senate or the President other special considerations. With the House taking initiative in making such proposals, the onus is on the Senate and the President to accept or deny any House proposal. The House can prepare such proposals in forms which are offers that the Senate and Pres. can't refuse, without incurring wrath among the general populace.
Obamacare is said to be funded through 159 different federal agencies, and since it is up and running, there are apparently many of these agencies that are not included in the shutdown. It may be impossible to determine which of these agencies are responsible for the supposed continued funding. I suggest you give up the idea of directly attacking Obamacare at the present time and consider that program temporarily lost.
Then go on to the major thrust of our real need, which is to reduce the size and power of the federal government. Only in this way will our society be able to exist and have continuity by a stable federal government.
I have previously said this can be accomplished by now taking advantage of the opportunity of funding specific aspects of the federal government, which are not now funded and which in our conservative judgment are necessary for continued stability. Nonessential agencies can be ignored for refunding, and those partially essential can be proposed to have reduced.
