Paying Federal Employees Salaries

Open Email to Rep. Neugebauer (TX):

Dear Rep. Neugebauer,
    I was talking with an employee of the Justice Department. He said he had just received notice that he was on furlough but must continue to report to work. That seems to be contradictory. Is there some new definition of the word "furlough" that I am not aware of?
    He said that he is normally paid every two weeks consistent with the payment policy for all federal employees. However, with his furlough appointment, he is also notified that he will not be paid as usual, but will receive an IOU.
    He also believes that federal employees involved in Obamacare, which is now up and running in spite of a supposed to government shutdown, will be paid on time in real cash; no IOU. Presumably, Obamacare employees have some special funding, which allows their salaries to be paid on time.
Our Justice Department employee asks how the Justice Department can also get on special funding, so that he can be paid with money on time, similar to Obamacare employees.
    I have sent a copy of this to Pres. Obama.
