Internal Revenue Service Problem

The Washington Times says that the new Internal Revenue Service Chief, Danny Werfel, said Monday that his agency broke trust with the American people, and he vowed a speedy investigation to expose who approved the program that led to conservative groups being subjected to unwarranted questions while finding out if any other offices have engaged in similar political targeting. Acting Commissioner Werfel, who President Obama moved from the White House budget office over to the IRS to clean house, said he will push to have the agency finish deciding on applications from dozens of groups still waiting to hear whether they will be granted tax-exempt status — including some that have been waiting for three years.
There may be a little confusion at the White House. Notice that in the second sentence above Pres. Obama moved Werfel from the White House budget office to clean house at the IRS. That means Werfel is Pres. Obama's man, and he takes orders from Pres. Obama. It also says in the sentence that "clean house" means finishing applications concerning the tax-exempt status of dozens of groups still waiting to hear.
I personally suspect that Pres. Obama gave the order to target certain conservative groups for delays in approving their tax-exempt status, but Pres. Obama is an excellent politician, and I'm sure that there's no way that this can be traced directly to him. He has undoubtedly written nothing and even in private conversations has likely not given direct orders but has rather done so by innuendo. He is also likely so confident to have immunized himself, that he has allowed Werfel to make the statement of exposing those who approved the program.
In spite of this, investigations by Congress should proceed almost interminably. As revelations of who is responsible move up the chain of command, it will eventually stop in the vicinity of Pres. Obama, and he will clearly be responsible by innuendo, even if legal proof is lacking.
An indication of the probable ineptitude of Werfel also is that he expects to restore public trust in the IRS. That is almost impossible. It takes a long time to build a satisfactory reputation, and it can take even an even longer time for that reputation to be restored, after it has been injured.
