Illegal Immigrant Defined

The federal government has a goal to deport 400,000 illegal immigrants per year. I was unable to determine how that goal was established, but it has apparently been in effect since at least 2010.
If one searches the Internet to determine the actual number of illegal immigrant deportations, one finds a confusing list of half -year or criminal deportations. However there is one clear statement from Immigration and Customs Enforcement (ICE). ICE says that the U.S. deported more people — nearly 400,000 — who were in the country illegally in fiscal 2011 than ever before. This means to me that ICE is pretty much on schedule, and I also judge that the 400,000 goal is reasonable.
However according to the Washington Times, there are a number of immigration advocacy groups who claim that the goal is to high but more specifically they concentrate on deportation of illegal immigrants with "criminal records". That is basically an attempt to confuse the issue.
The fact remains that by the mere process of entering the US illegally, through surreptitious border crossings or overstaying visas, those persons are already criminals. There is no need to discuss whether they have additional criminal records, such as murder or robbery.
It's always good to keep your eye on the ball. An illegal immigrant is a criminal.
